Entrepreneurial activities in Luxembourg have rebounded to pre-pandemic levels, both in absolute numbers and compared to other European countries, according to the latest Global Entrepreneurship Monitor Luxembourg Report 2023/2024. However, recent data on business creation indicate a slowdown. In 2023, the share of residents actively involved in starting or running a new business was at 9.7%, a figure that is higher than the average of other European countries (9.2%). Luxembourg’s 9.7% TEA rate in 2023 is a marked improvement; in 2022 this number came in at a historic low of 7%.
